The recording continues with further discussion of the Winter Warmth program and the formulation of guidelines. Additional guidelines include having only the local housing committee chairman or coordinator phone in hours and submit timesheets and only paying for hours actually worked. The program criteria is read allowed and discussed with the conclusion that many applications already received and approved would actually be ineligible. It is agreed that it is too late to change approvals to enforce those criteria for this year as supplies had already been ordered and were on their way to communities. There are additional statements that the criteria have never been enforced and that the locals who should be enforcing them have never seen them. Some meeting participants are hard to hear, multiple conversations are occurring at once, and there is background noise. The recording ends abruptly.
