Records include copies of the NWT Council Minutes from 1921-1951 (M00811 to M00815) and an index of the minutes (M00809 and M00810). This microfilm copy was created in 1965 from the minute books (Volumes 1 to 20) accessioned as G-1979-042.

Contained in the collection are portraits of many Commissioners, including John H. Parker and Stuart M. Hodgson.
The records detail the regular and special meetings of the Council of the Northwest Territories from 1921 to 1951 (sessions 1 to 201). There are several parallel series containing minutes, agendas, and attachments, including reports, Orders in Council and Ordinances, correspondence, and occasionally photographs or maps, relating to the agenda items. products of meetings (Orders in Council, Ordinances) of the NWT Council. The first series contains the "official" set of files, including signed minutes for most meetings. Other record sets that cover some the same meetings, but may include different and more attachments, are found in the second and third series: Records of Council Members and Secretary's Files and Session Papers. The Records of Council Members series also includes records of the Advisory Board on Mining Regulations (1922-30). The last two series contain Ordinances and Orders in Council related to the Northwest Territories and associated indices.

The records include briefing notes for 2005-2006 and committee material for the Deputy Ministers’ Sub-Committee on the Science Act, Seismic Guidelines Steering Committee, and West Kitikmeot/Slave Study Society Board.
Records include Department of Executive Protocols and Conventions for 12th-16th Legislative Assemblies. Legislative Initiatives Committee (LIC) records are also included which document the development of the Committee and its roles and operations. LIC records also feature an excerpt of 1984 Annual Report and Hansard which explains the role of the Department of Executive and its reorganization to reflect steps towards ministerial government. Records also contain Procedures and Formats for 15th-17th Legislative Assemblies booklets, and Species at Risk Annual Report 2013-2014.

Discussion involves representation from the GNWT, the federal government, the Northern Canada Power Commission (the predecessor to the NWT Power Corporation), the Canada Mortgage and Housing Commission (CMHC), and the Northern Transportation Company Ltd. (NTCL). Subjects include housing in Inuvik, the level of postal service in Yellowknife, runway conditions, and tailings ponds. Included is a discussion of the functions of the Treasury Board Secretariat led by Gary Mullins. In addition the board discusses GNWT staff housing, an Arctic Air Symposium, a task force on northern business, and airport manager training in the NWT, the viability of Arctic Bay, the creation of the road to Nanisivik from Arctic Bay, and the lead-zinc mine opened by Cominco on Little Cornwallis Island. The second reel features a panel discussion on the the status of women and the International Year of Women in the NWT in which the impact of the Royal Commission on the Status of Women (1967) and its effect on the creation of the NWT Status of Women Action Committee is discussed. This also includes background on the National Action Committee (NAC) and the look ahead to the International Year of Women (1975).
The records, including reports, decision papers, briefing notes and correspondance, document the relationship of the Women's Advisory to the Minister Responsible for the Status of Women, as well as the restructuring of the Women's Advisory in the late 1980s and early 1990s.

There is also Northwest Territories Research Index from 1973. Additionally, there is a report written in 1980 called "Socio-Economic of the Beaufort Sea Drilling Program, 1976-1979." There is also a selective summary of the 1986 report by the Auditor General of Canada. In addition, there is a proposal of cross-cultural training in the Northwest Territories that was submitted in 1986 by Cross Cultural Consulting, Inc. The majority of records consist of Management Reports from 1975.
