This fonds consists of 3 m of textual material created by John H. Parker throughout his career spent in the Northwest Territories. Included are records related to the transfer of responsibilities from the federal Department of Indian and Northern Affairs to the then fledgling Government of the Northwest Territories. There are also files on a variety of political subjects including constitutional development, devolution of responsibility from the Commissioner's Office to the elected Executive Council, and land claims and the division of the Northwest Territories. John Parker was also involved in many groups and associations. Records of the Legislative Assembly Building Society, the Science Institute of the Northwest Territories, the Fox Moth Society, and St. John Ambulance are found here.

The text and approximately half of the images were kept as a scrapbook recounting travels with Commissioner Stuart Hodgson, and life in Yellowknife as written by Mary Ellen Davies. The remaining images document the same time period and events, but were not included in the scrapbook.

Records include photographs of various members of the Northwest Territories Council (predecessor to the Legislative Assembly) from the 1920s through the 1960s. Included among the images are portraits of council members such as John H. Parker, Merv Hardie and O.S. Finnie.

Records include photographs of former Commissioners of the Northwest Territories and members of the NWT Council from 1905 to 1967.

Records include photographs of members of the Northwest Territories Council, predecessor to the Legislative Assembly. The images include individual portraits of members of the Council, as well as group photos of the members in session and staged group photos. Contained in the collection are portraits of many Commissioners, including John H. Parker and Stuart M. Hodgson.

These files were from the Central Registry and were from the following Central Registry blocks: Policy (11-000) which contains files about departmental and territorial policy and directives; Settlements (11-004) contains files on Rae, Port Burwell, Iqaluit and Fort Smith; Tours (11-005) contains files on the Commissioner's Tours of the Arctic; Publications (11-006) contains copies of the GNWT publication 'H.Q. Bulletin' and Communications (11-012) contains files relating to the development of community broadcast stations in the north.

This fonds consists of 2731 colour photographs in slide and print formats, 6 audio reels, 75 film reels, 10 umatic videocassettes, approximately 1.14 meters of textual material, 8 microfilm reels and 15 posters. The photographs depict communities throughout the Northwest Territories, indigenous animals, landmarks, Distant Early Warning (DEW) Line sites, Anglican and Catholic Missions, schools, Dene and Inuit peoples and landscapes. In addition, there are images of the 1978 Arctic Winter Games, Commissioner Hodgson's tour of the Northwest Territories in 1969 and photographs documenting the construction of a mooseskin boat at Fort Norman and the Keele River Camp in 1981. The textual material consists of a report on the Commissioner's Tours of the Upper Mackenzie, Nahanni and Liard River Area, Central Arctic and Western Arctic between 1969-1970, as well as a journal kept by Beryl Gillespie documenting the construction of the Mooseskin Boat Project that took place in 1981. The bulk of the textual material consists of files from the Central Registry and were from the following Central Registry blocks: Policy (11-000); Settlements (11-004); Tours (11-005); Publications (11-006) and Communications (11-012). There is also approximately 5.5 cm of newsletters, brochures and booklets on varied topics such as translation services, the NWT visual identity program, regional information (mostly the Keewatin region), an Analysis of the Dene Language Information Review, the Dene and Inuit Traditional Life Series, and 6 years of weekly Territorial bulletins (incomplete). The microfilm reels contain files from the Central Registry dated between 1970-1973 from the following program areas: Policy, Settlements, Publications, Public Relations and Miscellaneous (11 block) and from Conferences and Administration (13 block). There are also 10 umatic videocassettes and 19 film reels that document the Mooseskin Boat Project. The remaining 57 films (16 mm) document events in the Northwest Territories, such as the Commissioner's Tour of the Northwest Territories in 1969-1970, the 1970 Arctic Winter Games, Caribou Carnival in Yellowknife, Camp Unity and a CBC production about whaling in the north. The five sound reels provide audio for some of these films. The remaining material consists of 15 posters that represent images of the Northwest Territories, including wildlife and northern residents in both the Arctic and Sub-Arctic regions.

Records include Motions, Tabled Documents, Votes and Proceedings, and the Opening Address by Commissioner George Tuccaro. They were produced by the 18th Assembly, 1st Session of the Legislative Assembly of the Northwest Territories.

Records include photographs of the opening of the 1968 Territorial Council, predecessor to the Legislative Assembly of the Northwest Territories. The photographs depict the Council as headed by Commissioner Stuart Hodgson. The setting appears to be the original gymnasium at Sir John Franklin School in Yellowknife.

The records include the chronos of Commissioners Glenna Hansen and Anthony Whitford from 2005-2006 and records relating to the administration of the Commissioner's Awards, including correspondence, terms of reference, meeting minutes, Guidelines for the Commissioner's Awards Committee, Commissioner's Awards Handbooks, pamphlets, posters, some nominations and biographical information, award recipients lists, and photographs of the medal, medallion, and rosette.

Accession consists of the itinerary of Govenor General of Canada, Roland Michener's visit to the Northwest Territories from August 17-24, 1970. There is also the itinerary of NWT Commissioner, John Parker's tour of Keewatin South from April 20-23, 1982.

Records include Commissioner's chronos from 1991-1995 and files from the NWT Coordinating Committee from 1988-1990. The chronos are from portions of Commissioners Dan Norris' and Helen Maksagak's terms of office.

Records date from 1955-1986 and consist of published reports. There are several reports on the Commissioner's tours of the arctic. There are also reports covering many topics including personnel management, administration, senior management conferences, the proposed Mackenzie Valley pipeline, employee housing, legal aid recommendations, settlement information in the Keewatin region, communities in the Inuvik region, housing and social environment, the administration of justice in the Hay River area, NWT economic prospects, labour standards and relations, and a proposed Great Slave National Park. There is also a travel brochure, a brochure commemmorating Marble Island, and two newsletters from the NWT Pavilion at Expo '86 in Vancouver, British Columbia.

The textual records consist of the chronos of R.S. Pilot, who held the position of Senior Executive Assistant to the Commissioner from 1974-1979, and Deputy Commissioner from 1979-1983. The photographs document various dignitary visits that Commissioner Hodgson hosted, including the visit of Governor General Leger in August 1978, a visit in August 1978 to Greenland with the NWT Pipe Band, the July 1977 Royal visit of HRH Prince Andrew and the April 1979 Royal visit of HRH Prince Charles. The oversized textual records are a 30 x 51 cm certificate commemorating the laying of a cairn by HRH Prince Andrew at Cape Columbia, NWT on July 12, 1977, and a 25 x 43 cm certificate commemorating the laying of a cairn by HRH Princess Margriet of the Netherlands on Beechey Island in June 1978.

This accession consists of records from the Commissioner's Office during the tenure of Commissioner Stuart Hodgson. The records include alphabetical subject files, records relating to Commissioner's Tours of communities, including tour packages, briefing information, meeting transcripts, notes, and follow-up actions, records from other tours, case studies of communities, correspondence, funding requests, Rules of the Council of the Northwest Territories (adopted March 13, 1967), A Consolidation of The British North America Acts 1867 to 1964, and an Office Consolidation of the Indian Act.

The textual material relates to the Commissioner's Tours of communities and regions within the Northwest Territories. The audiocassettes contain sound recordings of Hamlet Council meetings, Town Council meetings, public meetings and speeches made by the Commissioner Stuart Hodgson.

These photographs were collected by Commissioner Stuart M. Hodgson. The majority of the collection documents centennial celebrations for the Northwest Territories, which includes images of a choir and musicians.

This accession consists of a file of incoming and outgoing correspondence of Robert Pilot, Director, Executive Offices for 1974-1979.

This fonds consists of approximately 10.52 meters of textual material, 153 black and white and colour photographs, 52 audiocassettes, 2 CDs (SDII format), one 16 mm film, a Umatic videocassette, 12 maps, 5 oversized textual documents and two scrolls. This material was either collected or generated by the Office of the Commissioner.

The bulk of the textual material is dated between 1960-1980 and consists of Commissioner Hodgson's chronos; Commissioner Parker's chronos; Senior Executive Secretary and later Deputy Commissioner Robert S. Pilot's chronos; reports from Commissioner Hodgson's and Commissioner Parker's Tours throughout the Northwest Territories, and correspondence between Federal Cabinet Ministers and the Commissioners' of the Northwest Territories. There are also files containing memorabilia such as cards, travel brochures, commemorative programs, invitations and certificates. In addition, there are administrative records, subject files, correspondence, minutes of meetings, organizational charts and reports relating to economic development, financial services, personnel, housing and constitutional development, labour standards and relations, administration of justice, as well as the proposed Mackenzie Valley pipeline and a proposed Great Slave National Park. As well, this fonds contains portions of Commissioners Norris' and Maksagak's chronos for 1991-1995, Commissioners Hansen's and Whitford's chronos for 2005-2006, and files from the NWT Coordinating Committee from 1988-1990. The fonds also contains files related to the Royal Visit of Queen Elizabeth II in 1994. Furthermore, there are files relating to the Polaris Mine Project and the operation and administration of the community of Port Burwell. The fonds also includes files relating to the administration of the Commissioner's Awards program (1968-2006).

The photographs are dated between 1961-1979 and document official functions, Commissioner's Tours of the north, dignitary visits and Centennial Celebrations. An additional six photographs show the Commissioner's Awards medal, medallion, and rosette.

The audiocassettes contain sound recordings of Hamlet Council meetings, Town Council meetings, public meetings and speeches made by Commissioner Hodgson. The two CDs contain recordings of meetings held in 1978 between Commissioner Stuart M. Hodgson, Chief Alex Arrowmaker and Members of the Legislative Assembly, Thomas A. Butters and R. Whitford, concerning the development for Snare Lakes.

The 16 mm film documents the 1977 visit of His Royal Highness Prince Andrew to the Northwest Territories. The film was entitled "Journey to the Top of Canada." There is a copy of this film in Umatic format.

The scrolls are dated between 1972-1973; the first scroll proclaims the transfer of land from the Yukon to the Northwest Territories and the second scroll establishes the aforementioned parcel of land to be the Norah Willis Michener Game Preserve. There are also two newsletters from the NWT Pavilion at Expo '86 in Vancouver, British Columbia. The oversized textual documents are a 12x22" certificate commemorating the laying of a cairn by Prince Andrew at Cape Columbia, NWT on July 12, 1977, a 10x15" certificate commemorating the laying of a cairn by Princess Margaret of the Netherlands on Beechey Island in June 1978, and two posters advertising the Commissioner's Awards programs.

12 maps and one oversized zoning schedule were donated via the Legislative Assembly Library from the Office of the Commissioner. The maps mainly detail town plans of Hay River, Inuvik, and Yellowknife during 1965-1973.

This accession consists of one colour photo of the Commissioner and Council of the Northwest Territories for 1967-1970.

This fonds consists of approximately 14 metres of textual records, 1226 b&w and colour photographic prints and slides, 31 audio recordings, and 1 film. Records detail the period just before and inclusive of Stuart Hodgson's term as Commissioner of the Northwest Territories (1967 to 1979), the move of government to the Territory, and the changes in government overtime, including the decentralisation of Territorial Government and the move to Local Government. The fonds also includes some documentation in his later work as Chair of the Canadian Section of the International Joint Commission, BC Ferries, and BC Transit. Records include professional and personal chronos including his entire tenure as Commissioner of the Northwest Territories, as well as correspondence specific to relations with the Department of Indian Affairs and Northern Development (and its later iterations), personal correspondence, public and legislative addresses, issue files during his tenure as Commissioner, planning for Royal visits, Commissioner and Legislative Balls, the NWT Centennial, Arctic Winter Games, community tours, day timers and diaries.

This accession consists of one VHS videocassette entitled "Western Arctic Farewell Tribute to Commissioner John and Helen Parker, N.W.T. 1989." The video is 93:41 minutes in length and shows Commissioner Parker and his wife Helen, enjoying surprise farewell celebrations with friends before they moved from Yellowknife.
