This fonds consists of 12 DAT audio cassettes and 26 sound cassette original masters of the proceedings of the Heritage North Conference held in Yellowknife from September 12-14, 1985.

Records include photographs documenting the construction of the Aviation Gallery at the Prince of Wales Northern Heritage Centre, May 1987. The photographs document the pouring of concrete, levelling of the ground site and the creation of the foundation walls.

Records date from 1986-1991 and consist of brochures, newsletters and publications. Records include three Prince of Wales Northern Heritage Centre pamphlets, 3 Baffin Bulletin newsletters, 2 spousal assault newsletters, a report on spousal abuse, a report on the traditional knowledge working group, and a directory guide of Northern cultural and arts performers.

Accession consists of news releases by the Department of Culture & Communications about events in 1986, particularly the NWT pavilion during Expo 86. Other news releases include The Hunters' and Trappers' Association receiving funding under the Canada - NWT Special Rural Development Agreement to help purchase a vessel, and the announcement of a seven-week series of "Amazing Sundays" at the Prince of Wales Northern Heritage Centre. Another news release announces a meeting at Arctic Bay to discuss shipping in Admiralty Inlet and Strathcona sound.

This fonds consists of approximately 8 meters of textual material, approximately 73,344 black and white and colour photographs in print, negative and slide formats including many duplicates, 224 audiocassettes, 165 audio reels, 5 DAT audiocassettes, 25 16-mm films, 15 videocassettes in Beta, VHS and Helical Scan videotape formats and 4 architectural drawings. The Prince of Wales Northern Heritage Centre and the Northwest Territories Archives generated the bulk of the textual material. The material consists of transcripts of interviews conducted by the Northwest Territories Archives with Father Louis Menez, Violet Beaulieu and Sven Johansson. Six of the audio reels contain stories that were recorded at the Miner's Mess restaurant as part of the Cultural Festival component of the 1990 Arctic Winter Games held in Yellowknife and feature storytelling by Claire Barnabe, Barb Bromley, Rene Fumoleau, Jim Green, Abe Okpik, Erik Watt, Lorne Schollar, D'Arcy Arden, George Blondin, Neil Colin, Mary Forrest, Pete Fraser, Joe Tobie and Jim Bourque. Other cassettes feature interviews with Ben Sutherland and Laura Loutitt. In addition, there are audiocassettes and English translations of an interview conducted by the Archaeology Section with Slavey Elder George Boots and video cassettes of "Drum Lake-Archaeology", "The Last Mooseskin Boat", and "Where Time Began". There are also records from the Northwest Territories Historical Advisory Board, the Northwest Territories Heritage Council and Prince of Wales Northern Heritage Centre, including the NWT Arts Council. Included are operational and administrative files from the Archaeological and Historic Sites program, Education and Extension program, Territorial Plaque program, Exhibits program, Museum grants and Northwest Territories Archives. Records from the Culture and Heritage Division (Prince of Wales Northern Heritage Centre) consist of various administrative records concerning Land Use applications, minutes of various Culture and Heritage Division meetings, program reports, support for community heritage related efforts, promotional pamphlets, archaeology permit requests, museum policy development, and special Prince of Wales Northern Heritage Centre projects such as Trapline - Lifeline.

Also included are files on various conferences such as the Canadian Conference on Historical Resources, the Northern Museums Conference, and Committees such as the Interdepartmental Committee on Archaeology, the Canada-Northwest Territories Consultative Committee on Parks and the Museum Advisory Committee.

A small portion of the textual records were created by the Language Bureau including a Briefing Note for the Minister about the activities of the Language Bureau, a proposal from an consultant and input from the Language Bureau about an operational review of the division, an evaluation of the Language Bureau and comments on the NWT Literacy Strategy by the staff of the Language Bureau. The remainder of the files include records from the Athapaskan Language Steering Committee, the Dene Languages Committee and internal newsletters that were produced by the Language Bureau called Dene Yati, The Booth, Language Bureau Bulletin and one newsletter called Tusagatsait.

There are approximately 55,724 black and white and colour photographs in print, negative and slide formats that were generated or acquired by the Television and Radio Services Division, Department of Culture and Communications and by the Prince of Wales Northern Heritage Centre. The collection of photographs from Television and Radio Services document the Government of the Northwest Territories involvement in housing, education and training, arts and crafts, tourism, transportation and industry. There are also images documenting native land use, community activities, special events such as Expo '86 and Arctic Winter Games, public buildings and housing, Commissioners of the Northwest Territories, NWT Council, the Legislative Assembly and Members of the Legislative Assembly. The photographs from the Prince of Wales Northern Heritage Centre include photographs taken at Pine Point, Fort Resolution and Pangnirtung, as well as photographs created by archaeological and historic site surveys, and photographs of the Aviation Gallery at the Heritage Centre. The 132 audiocassettes, 155 sound reels and 4 DAT audio cassettes consist of recordings that were produced and collected by the Radio and Television Services Division of the Department of Culture and Communications between 1970-1986 and by the Northwest Territories Archives and Prince of Wales Northern Heritage Centre. The recordings include soundtracks for films, interviews, speeches, special effect sounds, Inuit throat singing and government programs such as the series "Behind Closed Doors-A Series on Spousal Assault in the Northwest Territories" and "So You Want to Start Your Own Business." The 25 16-mm films include copies of "You Can't Grow Potatoes Up There"; "Koukdjuak Crossing: Caribou Tagging on Baffin Island"; "Bathurst Inlet Caribou" (may also be titled: To Have Forever: Hunting the Bathurst Caribou Herd); "Nikko Island", "Wood Bison"; "Kellett's Storehouse"; "Yellowknife"; "Caribou"; "Heritage Centre Spots"; "Kissiutiyeet"; "Gordon Lake"; "Decisions"; "Future"; and "Anik Info Spots" (air prints). The Beta videocassettes contain videos produced by the Language Bureau of the Department of Culture and Communications. The films are entitled "MLA," "Home Maintenance-Northwest Territories Housing Corporation," "Home Maintenance-Canadian Mortgage Housing Corporation" and "How the Fur Trade Works" which is in South Slavey. The two helical scan videos consist of a Keewatin Economic Development Conference and the film "Hire North." Another Betamax cassette is of "Rivers of Faith" documenting Pope John Paul II's visit to Fort Simpson in 1987. The architectural drawings were generated by a project through the Northwest Territories Archives in which the old Catholic Mission building in Fort Resolution was documented.

Also contained in this fonds are materials dating from 1986-1991 including 3 Baffin Bulletin newsletters, 2 spousal assault newsletters, a report on spousal abuse, a report on the traditional knowledge working group, a directory guide of Northern cultural and arts performers from approximately 1990, NWT Data Sheets, Metis, Dene, and Inuit pamphlets, and various press releases.

Records relate to the Prince of Wales Northern Heritage Centre (PWNHC) and its 25 year retrofit, addition and renovations which took place between 2003 and 2006. Included are a geotechnical report, needs analysis, upgrade and renovations project brief, and an implementation strategy.

Records consist primarily of Deputy Minister chronos (1994-1998) and Ministerial chronos (1997-1998). Records also include Senior Management Committee (SMC) meeting minutes, as well as files on ECE committees and initiatives such as the Building and Learning Strategy, the Strength from Culture Guiding Committee, School Finance Committee and Strategic Planning Committee.

Records relate to the NWT Council for the Disabled and the Senior Management Committee (SMC).

Records include program reviews, Senior Management and Executive Committee meeting minutes, Directors/Superintendents meeting minutes, and Aurora and Arctic College Board of Directors meeting minutes and correspondence. Also included are community consultation documentation and copies of agreements between ECE and various governments.

Records include deputy minister and ministerial chronos and files from committees, including the Education Leadership Council Science Research Deputy Ministers' Committee, Residential Schools Interagency Committee, and Maximizing Opportunities Strategic Initiative Committee.

Records include Deputy Minister and Ministerial chronos from 1999. Records also include minutes from Executive Committee (1994-1995) and Senior Management Committee (1992-1994) meetings, as well as minutes from the Subcommittee for Human Resource Planning for Division (1994-1995) and the Nunavut Implementation Committee (1994). Also included is a file on the Seniors' Fuel Subsidy Program and a file on the restructuring of the Language Bureau.

Records consist of Ministerial chronos (Jake Ootes and Charles Dent) and Deputy Minister chronos (Loretta Foley and Mark Cleveland).

Records include Ministerial chronos (Minister Jakes Ootes) from 2001 as well as meeting minutes and presentation materials from the Ministerial Council on Literacy.

Records include chronos for January through December 2005 from the offices of the Minister (Charles Dent) and Deputy Minister (Mark Cleveland).

Records consist of reports, legal opinions, and correspondence regarding official languages; correspondence and drafts regarding the treatment of Impact Benefit Agreement payments in calculating Income Support payments; and an agreement with the Government of Nunavut regarding their museum and archival collections.

Accession consists of a pamphlet of The Dogrib Caribou Skin Lodge exhibit that was displayed at the Prince of Wales Northern Heritage Centre in 1998. There is also a guide published in 1995 by Education, Culture and Employment on how to properly conduct oral traditions research. Additionally, there is a report on the Northwest Territories Heritage Training Needs Analysis Study in 1993.

Records include two briefing binders containing briefing notes for the Minister of Education, Culture and Employment for the 16th Assembly, 3rd Session.

Records date from 1992-1996 and include records from the Arctic College Board of Governors and relate to the planned decentralization of the head office of Arctic College from Yellowknife to Fort Smith and Iqaluit. In addition, there is a copy of a Literacy Proposal to Multiculturism and Citizenship Canada that was submitted by Arctic College. There are also records related to departmental strategic planning and the creation of the Strength at Two Levels document and People: Our Focus, Our Future - A Strategy to 2010. In addition, there are records related to the Senior Secondary Community Schooling Policy, ECE Senior Management Committee, ECE Executive Committee, Information Steering Committee and Traditional Knowledge Committee.

Records consist of Deputy Minister chronos (April 2000-February 2001) and Ministerial chronos (January-December 2000).

Records include footage of the Caribou Skin Tent Repatriation Ceremony that took place on September 17, 1999 at the Prince of Wales Northern Heritage Centre. Many Dogrib (Tlicho) elders and government officials attended this ceremony celebrating the repatriation of a caribou skin tent from a museum in Iowa.

The records document the (Tlicho) Dogrib Caribou Skin Lodge Project, which began in 1997 and was completed in 2000. The 73 slides are dated June 18, 1998 and document a Feeding the Fire ceremony that celebrated the return of Bear Lake Chief's Caribou Skin Lodge from the University of Iowa. The ceremony took place at the Prince of Wales Northern Heritage Centre. The images depict drumming, hand games, and the exhibit at the Prince of Wales Northern Heritage Centre. In addition, there are electronic records in MS Word and Excel related to the project and the trip Tom Andrews, Archaeologist at the Prince of Wales Northern Heritage Centre, took to Iowa and to the Smithsonian Institute. The remaining records document the construction of two replica lodges for display and educational purposes. This part of the project was completed in partnership with the Dogrib Community Services Board, Prince of Wales Northern Heritage Centre and Dogrib Treaty 11 Council. The are also electronic records in MS Word and Excel containing videotape logs and interview transcripts, as well as approximately 379 digital images documenting the Dogrib Caribou Skin Lodge Project. The audio material consists of the narration for the video by Margaret Mackenzie. The remaining video and textual records consist of hard copies of the video narration script, video voice over scripts with annotations, transcripts of videotaped interviews with Adele Wedawin, Bernadette Williah, Edward and Melanie Weyallon and Joe and Mary Champlain, video logs for reels 1 through 30 which includes a description of the content of each reel, a web page transcript of the project, basic program layout for the Skin Tent Program, a script outline for the project and an overview of the Dogrib Caribou Skin Lodge Project. The video material consists of 30 Betacam copies of raw footage of the Dogrib Caribou Skin Lodge project, one Betacam master and two VHS copies entitled "The Dogrib Caribou Skin Lodge," two VHS copies entitled "Return of the Tent" from the University of Iowa Natural History Museum, a VHS tape containing footage of a tipi ceremony that took place at the Prince of Wales Northern Heritage Centre in September 1997, three VHS tapes containing unedited footage of the outdoor ceremony for the Dogrib Caribou Skin Lodge and an interview with Tom Andrews about the project, a VHS tape from the University of Iowa entitled 1996 Powwow, a VHS tape of the program No Name Youth Show from October 19, 1998, produced by TVNC, containing footage from the tipi ceremony and one Betacam tape marked 'tea dance.'

The records date from 1992-1998 and consist of an options paper related to the reorganization of the cultural affairs program, as well as policy surrounding the program. In addition, there records related to the development of a brochure for the museum, policy and procedures for the community display area and one file related to exhibit development and gallery renovation.
