This accession consists of a small amount of textual records and 74 photographs taken and gathered by Charlotte Babicki which document the activities of the Systems and Computer Services and Records Management divisions within the Government of the Northwest Territories and the NWT Literacy Council. The accession is divided into two series.

The fonds consists of records created by Claire Barnabe during her career as a teacher, hospitality worker, and settlement administrator in the Northwest Territories and includes personal correspondence, campaign material, interview transcripts, writings, 1970 autobiography, newspaper clippings, Port Burwell reports, correspondence, and history, Repulse Bay reports and correspondence, and Norman Wells correspondence and Settlement Council Minutes. The fonds also includes photographs of Fort Franklin (Deline), Fort Providence, Norman Wells, Hay River, Fort Good Hope, Arctic Red River (Tsiigehtchic), Aklavik, Cambridge Bay, Port Burwell, and Repulse Bay (Naujaat). The fonds has been divided into three series: Photographs, Personal, and Settlement records.

Records include photographs depicting the attendees of the annual meetings of Government of the Northwest Territories' foremen for 1973, 1974 and 1975. Each meeting member is identified including their position title and place of work. Employees from the communities of Enterprise, Fort Providence, Yellowknife, Pine Point, Fort Smith, Fort Simpson, Inuvik, Stagg River, Buffalo River, and Hay River are listed.

This accession consists of records from the Policy and Strategic Planning division of the Department of Environment and Natural Resources and its predecessor, the Department of Resources, Wildlife and Economic Development, relating to the Senior Management Committee, agreements and memoranda of understanding, associated boards and agencies, Mackenzie Gas Project, the Interim Resource Management Assistance program, human resources, a possible job action, and policies and directives. The records include meeting material, agreements and memoranda of understanding and related lists, 2004 Communities and Diamonds report, Gwich’in Forest Management Plan: A Framework for Forest Management, GNWT Final Submission and Recommendations to the Joint Review Panel on the Mackenzie Gas Project, Interim Resource Management Assistance (IRMA) guidelines and template, Human Resource Planning Framework, 2010-2015 Department of Environment and Natural Resources Human Resources Plan, Job Action Contingency Plan, Honoraria Policy Statement, Revised Firearms Directive, correspondence, decision papers, a legal opinion, list of boards and agencies associated with ENR, briefing notes, and speaking notes.

Records include reports on reviews of hiring processes at education authorities and discussion papers, correspondence and legal opinions mostly regarding the inclusion of employees of MLAs and arm's length agencies in the GNWT public service.

Records date from 1983-1996 and primarily consist of project report files related to a variety of departmental programs and initiatives, in particular the forest fire management program. There are also records related to a departmental operational review, preparation for division of the NWT, strategic planning documents, policy development, and files created by departmental committees and working groups that involved representatives from the department such as Deputy Minister Land Use Planning Committee, Director's Meetings, Demonstration Project Review Committee, Environmental Assessment Working Group, Inuvialuit Environmental Review Board and the Polar Commission. There are also operations manuals for Fire Operations, Enforcement, Conservation Education, Resource Development, Fishery Management, Forestry Management, Pollution Control and Wildlife Management Divisions. The remaining records concern specific projects and initiatives that involved the Department. These records relate to the Bent Horn project, Kiggavik Uranium Mine, Colomac (Neptune) Mine, Upper Snare Hydro, Aklavik Fur Tannery Feasibility Study, Harvester Assistance Program and Community Freezer surveys.

This accession consists of records from the Policy, Legislation and Communications division of the Department of Resources, Wildlife and Economic Development (RWED) relating to policy development and RWED restructuring into the Departments of Environment and Natural Resources and Industry, Tourism and Investment. The records include speaking notes, briefing material, a legal opinion, correspondence, policies and directives, reference material, hansard excerpts, Developing a Compensation Process for Wildlife and Water in the Mackenzie Valley, Cameron Hills 2002 Program Review Initial Outline, presentation slides, draft protocol on the implementation of programs, meeting material, and lists of agreements held by RWED.

The accession consists of records relating to the South Slave Region of the Department of Resources, Wildlife, and Economic Development, including departmental organization, fire and forest management, and interaction with the Lutsel K'e Dene Band's Wildlife, Lands and Environment Committee. The records include correspondence, meeting materials, site assessment forms, organizational charts, and reports, plans, and photographs of the 1997 Fort Providence Prescribed Burn project.

The records consist of committee records from the Executive Senior Management Committee, Special Joint Committee on Non-Tax-Based Community Affairs, and Special Committee on the Implementation of Self-Government and the Sunset Clause, the Public Committees, Boards and Councils Handbook, and chronos (correspondence) from the Premier and Secretary to Cabinet (2007-2010).

Records include Premier's chronos; files from the departmental Senior Management Committee and from interdepartmental committees related to the NWT's participation in the 2010 Olympics; and reports, decision papers, briefing materials, and correspondence on a variety of topics.

Records consist of files from the Corporate Review and Transition Planning project, which was added to the Cabinet Secretariat in 2003-2004. The project was an examination of GNWT functions and structure in order to report on future issues and actions for consideration by the Executive. Records include interim reports on the activity of the project as well as reports commissioned by the working group.
