The fonds consists of records of Arthur Boutilier's professional and personal life. The records include records drawings, maps and planning documents related to his training and work in architecture, urban design and national park planning, land use and management plans, supplemented with posters, maps, drawings, and diagrams to support the process, a 1976 trip journal, writings about Arthur's life both written by him and others, and photographs taken by Arthur, supplemented by reflections on photography and memorabilia from some of his photography exhibits. The records are grouped into four series: Portfolios, Land Use and Management Planning, Writings, and Photography, with some overlap between them.

This accession consists of two oversize cloth public notices. One warns of the dangers of forest fires; the text is in Tłįchǫ and written in syllabics. The second identifies a hunting and trapping preserve for Indigenous people. An annotation on the front indicates that the Royal Canadian Mounted Police (RCMP) schooner the "St. Roch" may have located this notice in 1944. On the back there is an annotation: "Robert G. Fulton and Gerald Klondike Helicopters on Board M.V. Theta [1931?] Calgary Alberta."

This accession consists of one blueprint titled "Reference Plan of Yellowknife Settlement, NWT". Scale is 1" to 200 feet. The plan was revised up to December 18, 1958. The plan indicates the lot boundaries for the new town area of Yellowknife, the old town, Latham Island and Jolliffe Island.

This accession consists of two file folders labelled Aklavik and Port Radium and site plans for Aklavik and Yellowknife. Inside the folders are charts illustrating daylight/twilight/darkness distribution at 66 degrees and 68 degrees North and two internal memorandums about Aklavik and Port Radium written by Margaret R. Montgomery for the Northern Operational Research Section, Department of National Defence. Also in the folders are three maps (0001) Hydrographic chart of Great Bear Lake, (0002) site plan of Port Radium, and (0003) Road & Rail Routes in the Northwest.

The records are reproductions of federal government issues. Originally a collection of over 2,000 lantern slides reproduced from various federal departmental sources, the majority did not relate to the Northwest Territories and were forwarded to the National Archives of Canada in 1990. Images include: women at Aklavik (1922); cattle near Fort Smith; Harry Snyder at Nahanni National Park (1937); reindeer on Richards Island (1937); and views of various animals at Wood Buffalo National Park.

This fonds consists of 630 photographs, 68 maps and 5.5 cm of textual records produced or accumulated by the federal Department of the Interior, between 1882 and 1937. The photographs include 170 reproductions of federal government issues, originally from a collection of over 2,000 lantern slides reproduced from various federal departmental sources. The majority of the images were not related to the Northwest Territories and were forwarded to the National Archives of Canada in 1990. These colour images document the scenery, town sites and local people, including Dene and Inuit of the Northwest Territories and includes many images of the Harry Snyder Canadian Expedition (1937). An album entitled "Office of District Agent, N.W.T. & Y. Branch, Fort Smith" contains 368 black and white photographs, dating predominantly from the 1920's, depicting a variety of subjects such as missions, transportation along the Mackenzie River and treaty payment. Another 91 photographs are from an incomplete copy of L.T. Burwash's report entitled, "The Eskimo, Their Country and Its Resources: Economic Survey of the East Coasts of Hudson Bay and James Bay from Richmond Gulf to Rupert House, Including the Belcher and Other Adjacent Islands", Ottawa, Department of the Interior, 1927. (Typewritten.) The report contains a diary of the trip taken by Burwash, descriptions of Inuit life, food supplies, clothing, health, the influence of trading posts, housing conditions, and mineral and animal resources in the region. Much of the report focuses on the Inuit in the regions around Little Whale River and the Belcher Islands. The photographs depict communities along eastern coasts of Hudson Bay and James Bay. The mounting of the photographs in this report suggests that this copy was a draft produced before its final publication. The photographs have been removed from the report and stored separately for preservation reasons. In addition, this report also contains 8 maps. The remaining 50 maps in this fonds date from 1882 to 1933; they were produced by the Department of the Interior. Map areas include: Great Bear Lake, Great Slave lake, Dismal Lakes, Coppermine River, Mackenzie River, Thelon River, Backs River (Back River), Camsell River, Slave River, Cameron Bay, Keewatin, and Ungava, navigational maps of Slave River, Great Slave Lake, the Mackenzie River, Artillery Lake, Lac Du Bois, Casba Lake, Campbell Lake, Sifton Lake, Thelon River, Hanbury River, Beverly Lake, Aberdeen Lake, Schultz Lake, and Baker Lake. Two items depict leased areas for petroleum and natural gas exploration in the south Great Slave Lake region. The remaining textual material dated 1921, includes one file of correspondence of O.S. Finnie, Acting Secretary for the Department of the Interior, and three files regard applications for surveying and exploration permits in the Great Slave Lake and Pine Point areas.

This fonds consists of 12 cm of textual material which includes: a set of Interdepartmental Reindeer Committee minutes (1932-1941); an index for these minutes; a journal probably kept by Peter Kaglik at the reindeer experimental station at Aklavik (1938-1944); some miscellaneous financial records from an experimental station (1943-1944); a permit to enter the Kittigazuit Reindeer Grazing Reserve (1950); a variety of reindeer bulletins issued by federal departments (1931-1956); and a chronological history of activities concerning reindeer.

The accession relates to the Canol Project and includes air navigation maps of northern Alberta and the Northwest Territories from 1940s, river survey maps of the Mackenzie River (entire length) which include substantial details regarding depth, shoreline, cabins or structures along the river. The collection also includes engineering schematics produced by US Engineers for the US War Department depicting the Camp Canol layout, pipelines across the Mackenzie River, oil tank farms, possible routes for the pipeline, pumpstation layouts documenting the proposed flow of oil from NWT to Yukon and onto US locations, and detail drawings of specific technologies.

One folder consisting of correspondence and notes on the transfer of the Parks and Visitor Services division from the Department of Economic Development and Tourism to the Department of Renewable Resources in 1993, as well as a program description for the Parks and Visitor Services program from 1990.

This fonds consists of By-law No. 11/85, dated 7 March 1985, to regulate the use and development of land within the municipality.

This accession consists of the production "Great Slave Lake". The video was produced by Good Earth Productions Inc. in 2004.

The images depict many communities in the NWT, including Yellowknife, Rae (Behchoko), Fort Providence, Hay River, Fort Smith, Fort Resolution, Fort Simpson, Norman Wells, Fort Norman (Tulita), Inuvik, Fort Good Hope, Colville Lake, and Wrigley. There are also images of other human impacts on the landscape, such as seismic lines, mine sites, and dams, as well as construction camps and industrial sites.

Records date from 1985-1994 and include a report from the NWT Business Council regarding participation in a Nordic Tour and the Department's response to the recommendations in the report. Records also include a legal opinion from Department of Justice and departmental strategy for the marketing and distribution of eggs in the NWT, an Inland Fisheries Marketing Study concerning the marketing and distribution of arctic char and whitefish, correspondence and documentation related to the management and development of forest resources in the NWT and a proposal for the Mount Pelly Land Preserve.

Records include policy files on issues such as tourism, business development, renewable resource development, and land use; studies such as base line studies, business development and impact studies; records related to the Economic Development Agreement (EDA); planning documents related to economic development and divisional goals and objectives and various committee files.

Records include Deputy Minister chronos, related to land use planning and mineral development policies.

Records are from several divisions. Records from the Directorate relate to senior management meetings, strategic planning documents, inter-departmental meetings relating to land use planning. Records from the Energy, Policy and Economic Analysis division relate to the GNWT's planning for potential petroleum resource shortages, including negotiations with the federal government; as well as records related to energy conservation efforts of the GNWT which include education and public awareness campaigns to promote energy conservation in the NWT. Records from the Regional Planning Division relate to sustainable development planning including copies of the GNWT's Sustainable Development Action Plan and the Commissioner's Land Review Committee (CLRC) related to mining developments in the NWT, Development Impact Zone Committees related to potential resource/mineral development within different regions of the NWT and Land Claim Development such as the Dene-Metis Land Claim. Finally, records from the Mineral Development division relate to Acts and policies impacting mineral development, the Economic Development Agreement (EDA) and its subsidiary agreement, the Mineral Development Agreement (MDA) with the federal government, the Resource Development Committee, the Mineral Management Committee and various research projects.

This fonds consists of approximately 16.7 meters of textual material from the Department of Energy, Mines and Petroleum Resources. These records include materials from four major program areas: the Directorate; Energy, Policy and Economic Analysis; Regional Planning; and Mineral Development. The records include Deputy Minister level chronos; strategic planning documents; planning document related to petroleum resource management; energy conservation promotion; the transfer of the Northern Canada Power Corporation (NCPC) to the GNWT; work with communities and regions to achieve sustainable resource development such as the Development Impact Zone Committees (DIZ's); legislation and policy development; the negotiation, management and evaluation of the Economic Development Agreement (EDA), in particular the mining or mineral portion of the agreement.

There are also committee files pertaining to the EDA from the Policy Committee, Management Committee, Minerals Management Committee, Audit and Evaluation Committee, Communications Management Committee, Coordinating Committee, Programme Evaluation Management Committee and Information Committee. In addition, there is a Guide to Legislation that was developed by the Prospectors and Developers Association of Canada (PDAC). This fonds also includes Ministerial Briefing Books and Northern Oil and Gas Action Program (NOGAP) project proposals, progress reports from GNWT departments and evaluations of NOGAP. The remaining files concern indigenous peoples' land claims including the Gwich'in claim, the Sahtu claim, and the Nunavut land claim as proposed and developed by Tungavik Federation of Nunavut (TFN). Other files relate to territorial park proposals.

Included also are approximately 70 cm of project files and reports from EMPR and its predecessor Energy, Mines and Resources Secretariat. The project files relate to the Norman Wells pipeline project, Beaufort Sea Environmental Assessment , Borealis Exploration (Roche Bay Magnetitie Project) and the Baffinland iron project at Mary River. The reports and guides cover the mineral, oil and gas, mining and exploration and energy sectors, as well as legislation affecting exploration and mining. There is also a guide/dictionary of growth management strategies.

Records primarily include ministerial and Deputy Minister chronos from 2006. Records also include meeting materials from the Department of Resources, Wildlife and Economic Development (RWED)'s restructuring team as it split into ENR and the Department of Industry, Tourism and Investment (ITI), as well meeting materials from the Giant Mine Oversight and Informatics Steering committees.

The records include meeting materials for the Senior Management Committee, Managing This Land Strategic Initiative Committee, and Joint Climate Change Committee, records relating to the Territorial response to the Dehcho Land Use Plan, workshop materials for the Development of a Land Use Framework workshop and a Water Strategy workshop, briefing materials, and Deputy Minister confidential chronos.

Records include departmental review of and comments on land lease applications, land use permits applications and water license applications as per the Mackenzie Valley Resource Management Act (MVRMA). These preliminary screening files were conducted for permits, licences and authorizations issued by boards established under the MVRMA. Records were reviewed and commented on by the department's predecessor, the department of Resources, Wildlife and Economic Development.
